This move was announced in May at a press conference held in San Francisco. That day was cloudless, and the waterfront shimmered on San Francisco&rsquo;s Pier 30. The bill was incited by the much publicized case of a 41-year-old-teacher in Modesto leaving his wife and three children to move in with an 18-year-old student.
