In San Francisco where more than 30% of unhoused people are older than 50, there’s very little specialized care for unhoused people with serious age-related illnesses. But, the pandemic provided an unlikely opportunity to pave the way toward housing as health care.

In the past year, neighbors all over the country have banded together to help their communities: delivering groceries, sharing information about where to get COVID tests, handing out masks, or calling isolated seniors. In the Latinx community, this type of grassroots outreach has strong and honored roots. Promotoras de salud, or promotoras, are community health workers. When the pandemic hit, promotoras acted as a lifeline for people often overlooked by more traditional types of care.

In September, federal funding runs out for San Francisco’s shelter-in-place hotels. These are the spots the city rented when the pandemic was surging, and there was a huge push to create safe spaces for people experiencing homelessness. For some unhoused people, it was the first time they had their own bed and bathroom in years. So now, the city is gradually transitioning around 2,000 people still living in these rooms into housing.
