LEGALIZATION & LEGISLATION

California’s statewide rules for medical dispensaries could close all shops in L.A. L.A. Weekly  “The legislation requires pot-selling collectives to obtain state and city permits. The city of Los Angeles doesn't offer such a permit. In fact, dispensaries are technically prohibited in town.”

Petaluma considers new restrictions on outdoor grow sites // Petaluma360.com “The proposed ordinance would ban the outdoor growing of marijuana that some city residents said is creating a pungent nuisance in their neighborhoods.”

A dispensary for the old folks // East Bay Express  Sue Taylor was in this roundup last week because she teaches elders about cannabis. This week she’s mentioned because the Berkeley City Council is considering her proposal to open a dispensary geared to senior citizens. [What does that mean? Hard candies at the checkout counter?]

City of Berkeley, others, sued over perceived monopoly// Contra Costa Times  “A medical marijuana dispensary operator has sued the city and three other dispensaries in federal and state court, alleging the defendants created an illegal monopoly that shut out competitors and drove up costs for patients.”

Pinole tribe says sheriff overstepped authority in raid // Ukiah Daily Journal  “The law clearly states that any activity that the state regulates, such as the operation of cannabis collectives, does not fall under the sheriff’s jurisdiction,” according to the tribal vice-chair.

“Serious misconduct” at DEA // USA Today  “The U.S. Drug Enforcement Administration has allowed its employees to stay on the job despite internal investigations that found they had distributed drugs,” among other transgressions.

West Texas inspection station gives up // NPR  “The Sierra Blanca Border Patrol checkpoint was once the bane of pot smokers driving from Los Angeles to Texas. Green-suited federal agents and their uncanny drug dogs would make 20 to 30 busts a day.” Not anymore.

BUSINESS

Harborside Health Center now open in Portland //  Harborside Health Center   The dispensary’s opening coincides with Oregon’s first day of legal adult-use sales of cannabis.

Sioux tribe plans America’s first marijuana resort //  SF Gate   “The project, according to the tribe, could generate up to $2 million a month in profit, and work is already under way on the growing facility. The first joints are expected to go on sale Dec. 31 at a New Year’s Eve party.”

Prices keep falling in Colorado // Forbes  Everyone contacted for this story “said that greater competition was the reason for the pricing pressure.”

Can you lose your job over a failed drug test? //  San Francisco Examiner  You have a prescription for your cannabis, but your company has a no-drug policy. Can you be fired if you test positive for THC?

Survey: patients substitute cannabis for other prescriptions // onlinelibrary.wiley.com  “Rates of substitution were highest among respondents between the ages of 18 and 40. Patients using cannabis for pain were most likely to use pot as a substitute for prescription drugs.”

Survey: THC + CBD important in pain reduction // Care By Design  “Patients using the 2:1 CBD-to-THC ratio reported the greatest improvement in overall wellbeing.” There were 2,500 California patients in this study.

“The Cannabis Manifesto” book signing // KALW.org    Steve DeAngelo, a founder of Harborside Health Centers, long-time medical marijuana activist and now author, will be reading from and signing his book, “The Cannabis Manifesto,” tomorrow (10.03) at Book Passage in Corte Madera, starting at 4pm.

OPINION

How to control football hooligans // SF Gate   Football fans need to mellow out, and marijuana is a sure way to do that. “Marijuana smokers are not going to attack and kill a cop,” Washington DC police chief Cathy Lanier admitted this year. “They just want to get a bag of chips and relax. Alcohol is a much bigger problem.”
