City Visions: What to do about the teacher shortage?

How bad is the teacher shortage in Bay Area schools?  

A national teacher shortage is being felt acutely in the Bay Area, where the high cost of living makes it challenging for teachers to make ends meet.  What are the ways in which local school districts are trying to recruit - and retain - high quality teachers?  Come September, will Bay Area students have the teachers they need?
